Biography
Russell Vought graduated with a B.A. from Wheaton College in 1998 and a J.D. from the George Washington University Law School in 2004. His White House biography says he spent 20 years working in Congress and with grassroots and public policy organizations. On Capitol Hill he was a legislative assistant to Senator Phil Gramm, executive director of the Republican Study Committee, and policy director for the House Republican Conference. He then worked for seven years as vice president of Heritage Action for America.
Vought was confirmed by the Senate as deputy director of the Office of Management and Budget and later served as acting director; the Senate then approved him as director. His White House biography counts him as the 42nd director and says he served for nearly two years, including in an acting capacity. He was afterwards president of the Center for Renewing America.
The Senate confirmed him as director again on February 6, 2025, by a vote of 53 to 47. The White House lists him as the 44th director.
