She earned a B.A. from Saint Lawrence University (1985), a J.D. from Cornell (1989) and an M.P.A. from Harvard's Kennedy School of Government (1997). She clerked in federal court from 1990 to 1991, prosecuted for the Colorado attorney general from 1991 to 1993, and in Massachusetts served as general counsel of the state office of child care services and as policy division chief in the attorney general's office.

Clark was a member of the Melrose school committee from 2001 to 2007, the state house of representatives from 2008 to 2010 and the state senate from 2010 to 2013. She won a special election to the 113th Congress for the seat Edward J. Markey resigned and has served since December 10, 2013.

Her House biography says she was earlier vice chair of the House Democratic Caucus; the Clerk lists no committee assignments for her.
